Trash Problems

These were the disgusting scenes repeated on several corners of Avenue M yesterday morning. The public trash cans were not just overflowing, they were surrounded by heaps of garbage.
Last year, the Department of Sanitation admitted it had ended its regular pick-ups of trash on commercial strips, only emptying trash from public cans when trucks are out for residential runs. That means when people illegally dump household trash in these public cans, the mess just piles up.
Do we need more pick-ups, ticketing of people who deposit household trash, to get rid of the cans, or some other alternative? What do you think would work?
